- The applicant was at least 18 years old when the prior visa was issued.
- The application is submitted in the applicant's country of nationality or residence.
- The applicant has no history of visa refusals, unless previously waived.
- The applicant has no apparent ineligibilities.
Even if the above conditions are met, consular officers still retain the discretion to require an in-person interview.
